File started cmd

The file_started_cmd script is called each time a download is started. The received arguments currently are
- -file <num>: The download id of the file
More arguments may be added later, like download name, temp filename,...
Comment: MLDonkey User name as argument would be useful, so that you can perform user-specific tasks (also for the file_completed_cmd)
