mldonkey does not start uploading

More and more often my mldonkey does not start uploading. 40% after internet reconnect mldonkey starts uploading (peers connect), but 60% no peeers connect.

I suspect that the problem is my ip is on the edonkey servers blocking list because sometimes after reconnect it works, my IP is 46.59.159.203.

What is happening here?
